The game baldi’s basics has a graphics style called 1999 that I think would work well with my unity game.
I am new to unity and don’t know if the developer of that game made that graphics style or not, but if it is already in unity then I would like to know how to get to it.

You probably should show an example of what you’re looking for, since it is doubtful a majority of developers here have played that specific game.
There is no builtin graphics style called “1999”, this is just whatever the developer decided to name their graphics configuration.
Show some examples of the actual graphics from in game, and we might be able to give you some pointers on how to achieve a similar look.
