This is one of those “Draw the rest of the owl” situations.
The main motto of me asking the question , (I know its too abrupt) , is whether anybody has worked on any similar projects. 
I’d start small.
Have a scene with a perspective camera.
Places sprites in the scene such that when you move the camera side to side, you get a little sense that the sprites are arranged in 3D.
Extend from there. The video looks like it has some true 3D (shadows on ground at 0:19) and sprites arranged in 3D space.
Once you have a scene, try accessing the motion sensors of your tablet and see if you can get a single scene and its sprites to look a little bit like the video.

Part of the effect is surely that there are 2D images in real 3D scenes. The multi-panel comic page has a camera for each of the panels with different FOV which makes the whole look so unique. Obviously there is also a ton of polishing in the graphics. Don’t expect such results unless you have a great artist or are really good at AI prompting and refining of art generators.
