After upgrading to official 2019.3.0f1 when switching on fog in the scene preview, console is flooded with exception:
Nothing is visible on the scene.
Repro is simple as creating a new, empty scene and switching fog on. Regardless if you have a volume configured or not - result is the same.
It’s totally unusable if you have volumetric effects in the scene since there’s no way to work with the lighting.

We have been able to reproduce this issue and it’s currently being addressed.
In the meantime, would you mind telling me the HDRP version package your are using ? 7.1.6 ?
@chap-unity yep, very the same.
@konsic tested with both volume added to the scene and without volume, just empty new scene - result is the same.
In the meantime, it seems that the workaround is :
Close your project with the fog effect toggle ON. When you reopen it, you can toggle it back on and off without throwing the exception.
If you close the project again with the fog effect toggle OFF. The issue will re-appear.
