I do have personal license showing in the hub and in my account.

I had the same issue and received a fast response from the Unity Team. It's a bug they're aware of, and they've provided me with a workaround for it, hopefully it works for you too: "Additionally, as the workaround for now, you could try activating the license manually but using a small trick:
- Generate license request for manual activation in Hub
- Open that .alf file in some text editor and add the following line into <MachineBindings> section: “<BindingKey="4" Value="" />” without the quotation marks
- Now proceed with activation and upload the modified .alf file to get the license
- Activate the license
