When setting the Background clouds to “Cloud Layer”, I get this weird effect where the clouds ar over everything. This does not seem to happen in 0b13, but only now in 0b14.

This happens even if no upscaler is used
Yes, its just a regression in 0b14, so not sure what they changed.
Here’s a screenshot of 0b13, same setup, but here the clouds are fine:
This still happens even in the new beta …0b15

I have the same issue not sure how to solve it
QA was able to reproduce the issue. It will be looked into: Unity Issue Tracker - Objects become see-through when Cloud Layer is turned on

I’ve just found this thread right after submitting a bug report for the same issue (1378290), so mine is a duplicate.
I’ve also read that the state of this issue is Fix In Review for 12.1.1.
Should we expect 12.1.1 being a simple HDRP update for 2021.2 or will it be available only in 2022?

2022 is using HDRP 13…
The issue has been fixed on the HDRP package side: Fixed removal of depth buffer binding by adrien-de-tocqueville · Pull Request #5910 · Unity-Technologies/Graphics · GitHub
The fix will get backported to the 2021.2 Editor in one of the next vendoring updates. You can update the package manually if you don’t want to wait for that: GitHub - Unity-Technologies/Graphics: Unity Graphics - Including Scriptable Render Pipeline

It’s not fixed for you in 2021.2.2f1? It released yesterday.
@LeonhardP this issue appears on 2022.1.0a15 as well i thought it been fixed but still there.
