[2022.2.a17] HDRP shader warning on vulkan

In 2022.2.a17, HLSLcc throws a warning message while switching to vulkan.

Note: This does not appear in 2022.2.a16.

Warning message:

HLSLcc: Large chunk of constant data detected. GLSL and Vulkan might have trouble handling this.
Please consider putting large constant data arrays into a separate buffer resource instead.
