2D RPG kit

I’m extremely comfortable with RPG Maker VX because it basically has everything you could need to create an SNES era RPG (scripting for battles, items, armor, etc) in a very user friendly environment. Unfortunately these games cannot be ported to iOS/Android, etc, making them all but useless.

Unity apparently can be ported to practically anything (iOS/Android, and I guess even the Wii U eShop). But my skills do not lie in creating scripting and such from scratch. Is there some sort of RPG kit that allows you to generate a full-scale RPG?

There is no plug-ins that provide an experience as “RPG Maker VX” does (for both player and developer), However, there are many assets that provide RPG kits, 2D Tool Kits and easy scripting:
