3D Interactive GUI

I am hoping to achieve a 3D interactive UI that is similar to the one on my youtube link http://www.youtube.com/watch?v=aeucA3HAhEM

I wonder if there is any plugin script or tools that already achieve this UI effect?

It’s probably nothing more than a menu “level”. In CoD: Black Ops, our main menu is actually a small level with gui attached to the different objects to give the player some place to make input decisions
