An Ellipsoid Particle Emmiter is a component that creates particles based on parameters you provide. Later other components (Particle Renderer, Particle Animator) will render and animate the particles, but the emitter is the one who dictates how many particles are created, their origin in the world, how long until they die and so on.
Read up on it in the user manual or the reference manual. It's well documented.

If it helps somebody. Now, in version 3.5, Ellipsoid Particle Emiter is hidden in Component → Effects → Legacy Particles → Ellipsoid Particle Emitter.

For those who find this post looking for an answer to the same problem I had, you add this from the Component menu at the top, not from the items in the project pane like all the previous items.
It’s Component > Particles > Ellipsoid Particle Emitter.
This was the first thing I saw after doing a google search so instead of arguing “OHH man ur so lazy for asking a question” just answer the question without being smug about it. Thank you desolator92 for asking this question.
