Obviously it depends on the player’s computer, but when making a downloadable game (mac and pc) what it the max polycount per scene before the player’s computer starts lagging? What about for iPhone games? IPad?

Depends on hardware, and many other factors. I don’t have any sources, but I remember that most engines deal with 3-7k models most effectively (limited at 60k~ polygons per model)
Polygons aren’t as important as they were 5 years ago.
