Actual 3D volumetric clouds - how to?

I can’t seem to find a good example of what I’m looking for. Everytime I see volumetric clouds, it’s still a random 3d skybox. In other words, clouds are always for the look, they are always a background.

However, my clouds are going to be the main part of my game, so I need to generate them at a given coord, and make them move as I want them to and when I want them to. I also want to control their size and shape and trigger rain effects under them when I want to.

Every time I found an asset for realistic clouds, they were just a decoration thing. looking good yeah, but always randomized.

I tried generating particles in a mesh shape, but it’s not looking really good and it’s really hard on performance.
