[AD CAMPAIGN ISSUE]: My Ads Campaign is frozen

Hello I launched my first ads campaign, and for about 10 hours it has been frozen at a certain number of starts. My daily budget is 100$ which Unity tells you to use the minimum during exploration. Is this normal behavior? Also since I have installs does this mean my attribution is working? I ran a successful test using unity ad tester before running the campaign, however on the appsflyer side only impressions are being recorded.
