Add Unity 2019.4.31f1 to cloud build

Unity version 2019.4.31f1 has not been added to cloud build. It released almost a month ago. Can someone add that to cloud build?

Unfortunately, there was an issue with this version, which meant it had to be removed. I will chase this with the Dev Ops team and this version should be available again shortly.
