Advice needed from HDRP experts

I am new to lighting, trying to build an Arcade style, neon vibe pinball game.

References: (try 1440p+ if you can)
Pirates of the Caribbean Pinball

Total Nuclear Annihilation Pinball

The lighting needs to be like in the reference videos. Lots of them, turning on and off, changing the mood, reflecting off surroundings.
Is this achievable with only HDRP or can it be done with URP or both or none?

I would really appreciate guidance to get this kind of look and feel.

I’d say use realtime lights and reflection probes to get the job done.

If you need GI, then I don’t think it is going to work well in HDRP, unless you are willing to work with 2019.3 version, even then it might be too much of an issue to get the lighting done.

the subsurface scattering and transparency shaders on HDRP should make your pieces look awesome, though

Thanks for your suggestions, I did research into these.
I think I need dynamic realtime GI to get the best results for the effect I am going for, which only seems to be possible in Unreal Engine 5 with Lumen available next year.

Meanwhile, I will continue with HDRP and shaders you mentioned to see how close I can get to the right feel.
