I know it’s some kind of volumetric lighting and this gradient effect is typical for low poly but it’s a realistic outdoor environment that seems to have dynamic weather and day circle. Is it custom code for a weather solution?

Hi! I did but the effect is more like colored lamps, not gradient fog all over the location, and no weather as well. Maybe need bigger pointlights.
You could use multiple lights of different colours with aura added, that might simulate it.
It looks like different particle systems of different color to me with additive materials.
My guess is also that it is probably particle FX, but if you go that route, probably you want blend add, as pure additive would add to other FX and get very bright in any overlapping area, if I understand it correctly.
You can find alzheimer shafts in the store (the light beams), and probably for free on the internet somewhere, like in a tutorial blog. Same with the ground level mists.
It kind of works but it also seems to mess with the weather solution.
So you think it can’t be done as a global effect?
Thanks for the shafts recommendation, I only saw 'volumetric beams" on the asset store before. By using blend add you also mean relying on Aura for general lighting, right?
