Alpha Version Release Notes for not forwarded in final version's Release Notes

I noticed the Backwards Compatibility Breaking Changes section in the release notes for 2019.3.0a4 here are not present in the 2019.3.0 release notes here.
Is that normal?
Do we have to read all the alpha release notes in order to know what’s new in a version?

They are all just in the “Changes” section unless marked as "This is a new issue, not seen in any released version" in which case they are only there for people moving between alpha versions, so aren’t in the final release notes.

How can that be a new issue? Was it removed before and put back in alpha 3 and then re-removed in a4?
