Is there a way Always Ignore this and have the editor open with the compilation errors (which there aren’t gonna be any when it actually opens and imports the libraries…)

In the current versions of Unity, it’s not possible to default to ignore Safe Mode to my knowledge.
You could disable to popup by going to: Edit > Preferences > General > Show Enter Safe Mode Dialog
But that will make you project default as booting into Safe Mode…
