Android app not compliant with google play 64 bit requirements despite following the instructions

We are using Unity 2018.2.13f1 to make the build, but even after following all the instructions we get this error from google play :

BTW, I am also using OpenGLES2 as the graphics APi for an external SDK, I don’t know if that even makes a difference in the 64 build process.

I have also tried building the apk with an empty project, still getting the same error.
Please help, I don’t want to upgrade my Unity, since it is a very big project and that would require a lot of time for the upgrade to take place.

Kindly help, stuck here for a long time.

Finally fixed this with updating to Unity 2019 and using Build App bundle option.
