[android] compressed hdr lightmaps are not encoded (753793)

In PC platform editor ,hdr lightmap lightmap look fine,white.

In android platform editor ,hdr lightmap values like clamp 0~1 after compress in ASTC HDR format
if uncompress ,look fine.

test in Unity 2019.2.

have someone use hdr lightmap in mobile ?
