Android testing guide doesn't work.

I’m currently attempting to build a mobile game with Unity. I’ve followed the steps to get ready to test it which can be located here: Learn game development w/ Unity | Courses & tutorials in game design, VR, AR, & Real-time 3D | Unity Learn

I’m currently at the last point of help when installing the Android SDK Tools:

I’ve gone to the proper location on the site and installed the tools:

Though when I click the file called “android” a window pops up for a fraction of a second, then disappears. Here’s what it looks like in my folder:

I forgot to mention, but I’ve installed Java Platform (JDK) 8u144 for windows x64 instead of x86 on their downloads list, does anyone think that could be the issue perhaps?
