Android URP build, glitchy corrupt multiple rendered screen (reproducable 2019LTS URP unity hub template)

When building to android with URP I get glitchy/corrupt/multiple screens for some reason.
This doesn’t effect UI elements though (seen in my own game project).
I’ve included screenshots of the vertical/horizontal orientation of the unity hub URP template.

Just created it and built/ran it on my Android google pixel 2 attached via usb.

Unity Version 2019.4.7f1.
Still happening with new URP template>switch to android>build and test via USB in 2019.4.8f1
