Any idea on how to recreate the the splurting effect on this water shader?

Wanted to have a crack at recreating this texture from Ori:


Not the streaks of water falling down, just the splurting water inside the trunk. I imagine is some sort of texture scrolling + dissolve of some kind, but i’m not sure how to tackle it.
Anyone has any ideas?
