normalize is a value between 0 and 1. for example a normalized vector is a directional vector e.g. (0,0,1), which indicates the direction is squared on the z axis. Something like (3,12,128) is not a normalized vector, but rather a point in 3d space

Plane.Ray either returns a bool value if the Ray does not intersects with a plane or if it does, it will return a float value, set to the distance between the plane intersecting point and the ray origin.
