App not live yet, expected workflow for ads ? (Admob or LevelPlay mediation)

Hi,
After researching can someone please confirm this is correct.

When integrating ads into a game that is not yet published. Does that mean there would be a time at the beginning of publishing when no monetization can be possible even though the game would be available to the users, due to the process of getting approved by the partner ads networks ?

If so,

the workflow is as follows:

  1. Integrate mediator plugin.
  2. Test the ads via open/closed/internal testing option on PlayStore? (But if the ad network partners have not yet approved my game for their services how can I test them)
  3. Publish game and then over time get approved by the partner networks and enable them on Admobs or LevelPlay’s dashboard. (Do I need to update anything internally project/code wise? Or the step 1 is enough and only dashboard of mediator and partner network ID’s is enough) ?

Unity Ads can work and generate revenue even if the app is not published on Google PlayStore.

As long as the app’s users have access to the PlayStore, your ads will generate revenue. No additional approval is required from Unity or LevelPlay.

Ironsource’s Levelplay lists multiple networks for mediation, but some do not deal with new apps before they reach traffic thresholds but some do work for new apps/games?

Can you please recommend the networks for a new game that is only about to be published ?

As you mentioned Unity ads, Ironsource. Any more ?
I am asking this since in the IS doc’s have no description that would answer this.
