It seems like if you set the Application.targetFrameRate to any value and test the game in the editor, after you exit, this value will persist and will affect the scene view as well.
Can someone confirm this?

Wow, that completely screwed my project!
After I set the Application.targetFrameRate to a low number (5) after I quit the play test everything in the editor started to act weird from one minute to another:
To start off the IAP from the services turned off,
I started getting Unhandled Exception: System.Reflection.ReflectionTypeLoadException repeatedly (and not in play mode) All the windows were like they were set to show as “Debug” even though they were in “Normal”.
The Services pane was stuck in “Loading…”
Asset Store window was white and nothing was being shown.
I tried closing and reopening the project but everything was the same, restarted my PC and the editor started to crash when I tried to open the project.
Deleted the library and reopened the project, now everything is okay.
