Are Multiple Licenses Needed for iOS Exporter?

We are considering targeting a Unity-based game for iOS. Our team is using Windows to develop the game, and we have one OSX machine we intend to use for exporting to iOS.

Is it necessary for each developer on the team to have an iOS export license, or just any developer who wants to see their work on an iOS device? I was wondering about this because it’s my understanding that Windows developers cannot export to iOS.

Only the developers developing and deploying to iOS will need an iOS license.

Windows developers can neither export to iOS nor even test and target it as the project type does not exist on Windows (similar to how other Windows only types don’t exist on OSX)
