I want the explosion thing on the unity extensions but it doesn't say if it's free or not. Only the locomotion system actually says that it's free. Are any of the others free as well?

3All the ones on the Unity website should be free. Go to the Asset Store, and you can download the free (and the paid) ones there. I'm assuming 'the explosion thing' is Detonator - search for it in the asset store.
The EULA says nothing about the "Resources" on Unity's web site ... so they are free, even when they are free of charge in the Asset Store (see Muzz' answer).
As my opinion when extension downloaded for free on for a fee (paid), there is (almost) no limitation on how you use it as long it is for Unity and on Unity.
But there is strict limitation that you can't distribute it for free or even sell it. But you can use it anyway you want to create some games in Unity.
If there is another limitation it will be provided on the Asset Store or on readme file within downloaded extension, such as on the C# game examples from M2H (Complete Projects) in Asset Store that have custom license.
