I don’t think I’ve updated Unity recently, but I can no longer create scripts. Has this function moved? This is what my Assets > Create menu looks like:
Not sure about the actual root of the problem, but all you really need to do is create a text file in the assets folder and rename it from .txt to .cs. That will basically do the same thing.
