AvatarMask does not work

I want to use an avatar mask and layer to play separate animations for the upper and lower body of a non-humanoid model in Unity. I have created an Upper layer in Animator with the following settings Weight 1 Mask Upper Blending Override Sync None IK Pass None For some reason, the animation on the Upper layer does not play. I have to set Mask to None for it to work. Is there any solution?

How is your AvatarMask in the upper layer set up?
