b19 Editor arbitrarily sets acitve scene to first one in order on play

Have 2 scenes opened

second is set active,
press play >

This happens if i swap scenes around, first one will become active.
This has following consequences:

  • broken render settings (wrong scene used to sample)
  • broken instantiation
    the most significant -
  • Manager scene has to be first for other scenes to find its managers, which is also broken

inb4 you suggest me to write some crutch to fix it, i dont really care ill fix it on my side, just letting unity team know they broke something.
