Baked GI is darker than realtime GI/realtime lighting

we are developing an open world scene, and decided to use baked GI instead of realtime GI for mobile platform. I told our artist they can bake realtime GI first, and adjust lighting parameters till they satisfied and then switch to baked GI to bake the static lightmap.

However they told me that the difference between baked GI and realtime GI is too significant, the baked one is much darker than realtime one. And it makes adjusting under realtime GI no use.

Is that a normal case or we have some parameters not setting correct?

to be more accurate, the differences are not in brightness rather than in color. we have to adjust light color, not just light intensity
