If you want (to hire) someone to write one for you, you need to have this system already designed and go to a work for hire place (this is not it).

If you don’t know exactly how this system works you can go the “Game Design” forum and consult on the design there.

If you want help with writing it yourself (writing the code for the design, not the design it self) this is the place but you need to say how it should work, show the code you’re trying to make work and explain the problem with in in as much detail as you can.

If you’re new to Unity or coding, a Tycoon game is probably too complex for an early project. Even if someone just handed one to you, I’d guess you’d still have difficulty integrating it into the rest of your game. Start with a simpler game, build up your experience, then move on to something more complex like this. Good luck
