If you have maya I don’t know what else you could ask for. That would be particle effects which I would suggest Shuriken(Unity’s new particle system). There is also so much more you can do with Dx11 now so if you can find something there that’ll be cool.
I use Max and it kicks ass. I tried Maya but I found having to search through endless menus to turn on every feature that you would obviously want on by default was annoying. What I did like about Maya was the UI and ease of control when modeling, once you get used to it, it’s very fluent. I personally like max more because it’s what I have used for so long and I’m comfortable with it. Whatever you choose, just stick with it until you master it.
I’m not that much experienced on 3D modeling softwares but i’'ve heard Z Brush is good…? and going outside the boundaries of this thread, your game reminds me a little bit of when playing shinobi on Genesis! your game looks awesome too btw!

As you can see… each person has their own tools of choice. This will depend on budget, particular needs etc.
if you have Maya you basically have one of the top apps out there…it’s also arguably the one with the steepest learning curve.
The king of 2D particle effects is Particle Illusion, hands down. If your games in 3D, use Shuriken… You can do quite a bit with it.
I generate sprite sheets from PI to use in Shuriken… pretty much any effect you could want is possible like that.
If you’re short on funds check out Silo2 on steam, 60 bucks. It doesn’t have a renderer and I don’t think you can do rigging and animation in it, but it’s a good approach to modeling and they have many tutorials.
