Blocking and Unblocking Text Messaging Programmatically

Is it possible to block text messaging while certain conditions are met? Apparently not in earlier versions of iOS according to an extended google search…but I notice some apps that do have this ability at their core during that search. So what is the story on this? Is the latest iOS capable of this?

This shouldn’t be possible….

It apparently is on Android. It should be possible if for no other reason than to block texting while driving.

AFAIK on iOS it is only possible with Jailbroken devices.
