Is this a bug? Feels like it to me … yes, immediately after this I googled and found I’d missed some requirements (per this web page I didn’t have the Universal SDK installed) but I still suspect the Build Settings dialog shouldn’t behave this way. On top of this, I’d suggest informing the user that they need this SDK (or link to that web page) as part of the Unity downloader would be really helpful! Here’s my experience…
Wished to try the new memory profiler with 5.6.0b9, installed it including UWP target on Windows 10. Started it and created new empty project. Opened “Build Settings” dialog, clicked “Windows Store”, had problems.
First thing was green Windows Store icon jumped to top left of Build Settings dialog. Clicking other targets doesn’t seem to do anything. Resizing the Build Settings dialog causes the whole thing to go black. Then noticed errors in console (also see screenshot).

I’ll install the other requirements (etc). Silence from me means it all went well or I gave up reading some EULA

Update: Yep works fine if you have that prerequisite installed. I’d still say the existing behaviour is bad if you don’t.
Yeah, it was a regression that managed to slip in. I fixed it in beta 10:
