Build and publishing IOS without Mac

Good afternoon.
Is it possible with the help of the UCB, to build the project and publish it in AppStore?

You still need a Mac for the project setup in the dev. apple center and everytime you want to submit the app to the store.

Is it ok with an old mac

I think so, as long as it has the lastest OS.
