bullet hole decals issue

right, my problem is that the rotation of the bullet hole decals

Depending on where you shoot, the bullet hole decals orientation is different- sometimes okay-ish and sometimes not.

One way to solve this would be to have a level mesh where each polygon has it’s own normal (no smoothing groups)- but that’d make it look awful so It’d have to be a second invisible level and that’d double the geometry. is there any other way?

If the bullet holes are particle effects… check the billboard settings.
