Camera Default Layer Mask

Why do i need to setup my Main Camera Culling Mask layer the same as the Renderer Scriptable Object Culling Mask layer?

Isnt that not intuitive at all?
Right now if i add a new culling layer to my main Camera i have to do the same to my render file.

Why?

It’s different from RenderObject where Camera needs to have a culling layer mask but RenderObject is not.
And I don’t know why, I also have the same question

i just feel im setup the same thing twice.
