I noticed Photoshop has an actual menu option for creating sprite sheets, yet the sprite sheets seem to be in png format. Can you not just make a large png file in MS Paint, or is there something special about sprite sheets?
Yes, you can create it anywhere.
there’s also many free pixel art tools to draw sprites too
(and have better tools than ms/photoshop to work with sprite sheets)
