I specifically want to use the Tanks! unity learn assets for my tutorial series about making a multiplayer game.
That series makes a one keyboard 2 players multiplayer game but I want to make a series for networked multiplayer specifically using the photon unity networking package.
Is that allowed?

Make sure you link to the assets on the Asset Store. Do not download the assets and provide them from your own server. The Unity Asset Store license forbids distributing anything you get from there in that manner.
