I suppose you could create some scripts to do some stuff, and since its something unity related, you would put probably on the asset store, you don’t gotta worry about publishing, and therefor don’t have to have any expensive license. I suppose it all depends what the plug in does, and if you ever need the more expensive features… Am i understanding your question correctly?
Like for instance you can make scripting to control some universal Android game mechanic, like A unique character controller, and have no problem distributing it on the asset store (with approval of course)
