Sure. The Cinematic Studio is for blocking, layout, editing, recording, etc. As a system it doesn’t really care about the content of the movie. Unity has a whole slew of 2D tools you could use…or you could use 3rd party tools and bring that 2D content into Unity…much as one uses Blender or Maya to bring in 3D models and animation.
The question you want to ask yourself, though, is whether Unity is the right tool for the job. Some folks do 2D content in Unity to take advantage of its programmatic features or because they want to mix 2D and 3D. For straight-up 2D animation, there may be other tools on the market that are more purpose-built, providing you better tooling for this specific domain.
