I want to make one similar to this, but with view count and display tools enabled. Also the collaboration section will be unrestricted. I would have thought the answer was yes, as it would be just a fan site.
You can make any kind of Unity forum you want. The hard part will be getting visitors.

Sometime during the 90s that sort of thing was massively popular, there was even a standard markup language VRML that a lot of the 3d chatrooms used.

Zomg, and when you reach level 80 you become forum administrator!! 
maybe instead of making a “unity” forum, you could make your own game dev type forum, or just start your own blog and post it in the blogs sticky.
