I was thinking about creating my own app some day, similar to steam, starting with a small library with some of the games that I made. How do you do that, and how much is it going to cost?
I think you need a business plan and find consulting on the subject. I say here about paid consulting before you invest too much money. Avoid wishful thinking!
You probably do not include marketing costs at all. Publishing on a big game platform could be better because you reach more people and can start building a player base (aka game fandom).

The Steam platform was developed by Valve Corporation. Development work on it began in 2002, and the platform was officially released on September 12, 2003. This means that the development of Steam took about a year before it reached a state of readiness and was made available to the public.
But two major questions arise. What does “similar to Steam” mean to you? And more importantly “why”? What is the upside to trying to compete with Steam at the moment?
BTW something doesn’t have to be difficult to be a bad idea. I’m making numbers up of course but let’s say you had such an app tomorrow and you installed it on servers around the world and charged $10 a month and just 20 people signed up, then what?
Yes, you can create your own app similar to steam but I suggest you to use Steam APK instead of developing your app because it contain everything unlimited.
This message looks suspicious. First the person didn’t want to develop for Steam but wanted to create an app like Steam. The APK isn’t needed for that. The link is to an “APK” site (there are at least 100 of them claiming to have various versions of the APK). The Steam app is available from Steam.
And finally it seems a bit odd that “adit…” just joined today. I wouldn’t install anything from the link provided.
It’s not something that I’m going to do tomorrow, but rather something that I’m going to do some day if the games that I’m going to make become a success.
I wasn’t trying to be discouraging (I hope you know). Perhaps just offering the view that you should create (as posted above) a plan as to what the app would do. Some things are easy, some are difficult and some I dare say (if you don’t have a lot of experience with multi-player apps hosting players around the world) will be impossible. To create anything close to Steam you would need to assemble a team. And that’s not just software people. As you have probably guessed you need infrastructure people, networking expertise plus marketing, security and legal resources.
So think about what aspects of Steam you could reasonably build within your time and money constraints.
