Can you still get Legacy Particles in Unity 4.6?

I can see where to get these from the effects menu, but all the options are greyed out and not available… do I need to download something before I can use the Legacy Particle system?

Yes, the legacy particle system is still usable, at least it works for me. You need to select an object to attach the components to, same as the new particle system.
