Cannot add Texture to Tile Palette when Sprite Mode is Multiple

It works when it’s set to Single, but not multiple. I’m using this tutorial and I believe I’m following the steps correctly. how do I add this to the palette?

I found an article by the dev that shows steps missed in the video tutorial. Namely slicing the png into a 64x64 grid. I had thought the Pixels Per Unit covered this, but this is not the case for reasons that are clear, now
