Nope, I am in the US and I am getting the same error. Both in Editor and Browser.
Send an email to the respective email address. They know better what’s wrong.
Give them all the details that are listed there.

My colleague had same issue today while trying to purchase few assets (from Russia).
I got some assets yesterday. It’s working on me (Turkey)
