Cannot create new organisation

So I tried to create a new repo for my game.
Previously I have 2 repos with a few GB of storage used, which I deleted 2 days ago (23rd October). All that left in my devop is my 4 repos that is around 1.6mb each. So I went and tried to create a new repo on Unity, and now it says my storage is in read-only mode.

The full error message:
The organization ___ has exceeded its maximum free available storage and is now in
read-only mode. Only read operations are allowed on any of its repositories or configuration.
Please contact an administrator of your organization to upgrade your subscription and continue working with Unity Version Control. More info here:

Q: I created a new organization (with the same email account) as previous organisation. However, when I go to DevOps with the new organisation + create a new project, and try to click UVCS organisation, it only has the old organisation in the list but not the new one. How do I create new organisation for DevOps?

Edit: I also transfer my current project to the new organisation (even checked on project settings and the organisation name is the new org. but the list still has my old organisation name and local only.)
