Cannot make a build on Unity 2017

I am trying to build my Unity 3D project on Android Application using command line options.

I’ve multiple Unity versions installed on my machine. And the one I am currently using/building is 2017.
I have manually verified that files exist on the location it is complaining.
Error:

I ran into the same problem when I upgraded Unity 2017 on my Jenkins automated build machine. I had to make Jenkins log in as a a regular user not a LocalSystem user. I suspect it was because when Unity launched it did not have the permissions to access the folder located at C:/WINDOWS/system32/config/systemprofile/AppData. By logging in as a specific account, Unity looked for the files in C:\Users\AccountName\AppData\LocalLow\Unity\cache\packages\packages.unity.com
