Maybe you’re not signed in with your Unity account?
I had a similar behavior in 2018.3 (no HUB installed), where I wanted to open the asset store, but since I wasn’t logged in, Unity displayed the “Project Launcher Dialog” to allow me to sign in and then continue to use the store.
In Unity, if you click the “Account” popup in the upper-right area of the editor, make sure you’re actually signed in. Maybe it’s related.
Nope. It’s not that. I’m signing in and still face the issue. I notices it when I tried to Publish (Collab). Unity Services produces the same error. Same behaviour. Need help ASAP.

After you submitted the bug-report, you receive a confirmation email with a bug-report Case number. Post this Case number (the number only, not the link) in this forum thread for Unity staff to pick up, in case they see it.
I’m having exact the same problem (Unity 2019.2.0a4),and I filed bug report also, I suspect it’s connection error but I can log into asset store through web page, please someone help~~
